How do I change the order in which completion rules fire?

I've tried adding a new rule to the default ones and it always appears last. I need it to appear -first-. I see no way to change the 'weight' as in other Drupal rules... or in the Actions of individual Rules.

I tried adding what I need as an Action in an existing rule, but it doesn't seem to fire.
