New order not listed if Update the order status on checkout completion rule removed

I want to set the state of an order to completed when the event order paid in full fires, when does this event fire??? i created an event for this and removed the Update the order status on checkout completion rule but then the order is created but not listed under order, why is this, the only way to set the state to completed is by uising the event checkout completion, any ideas???
Im building a custom payment method.

I don't see why one must preclude the other; in other words, you can set the order state to "Completed" on paid in full (which, as the name implies, is triggered when a payment transaction is created the brings the order balance to $0 or less) even if the checkout completion rule that moves it to "Pending" remains in place. Since you disabled it, the order is remaining in the "Checkout: Complete" status which is filtered out of the default Orders View. You could get it to show up in that View if you changed the filters, but I think I'd just leave the default checkout completion rule in place as most folks are not going to want to change that.
