Flat rate shipping method not displaying

Hi, I'm building my first drupal commerce project. I've installed the shipping module and the flat rate module, but when I go to configuration > shipping, the shipping methods panel is empty, and there is no button to add one. I've tried uninstalling and reinstalling the modules & it's still not displaying. Is there something important that I'm missing?

First, please make sure you're working with [Commerce Shipping](http://drupal.org/project/commerce_shipping) 7.x-2.x and [Commerce Flat Rate](http://drupal.org/project/commerce_flat_rate) 7.x-1.x (not the other flat rate module of a similar name.)

Second, please make sure to clear the cache.

Finally, there have been a couple of reports of problems like this, so I'll look at a copy of your site if you can't solve this. You have to get me a tarball of the site and your database if you want to do that. You can contact me via the contact form or IRC (rfay) to get my dropbox info. Or use any other technique.

Hi did you find the issue here, I'm having the same problem, I'm using the right modules, I've uninstalled and reinstalled and then cleared cache. I think I did have it working before, but was messing about with different ideas for what to do for my shipping requirement so I did have the "Shipping Method Example" module active for a while, now uninstalled, don't know if that caused the problem. If I activate that again it does appear as a shipping method, but Flat Rate doesn't??

i cleared caches.
i have uninstalled and reinstalled only the module indicated in yhe video.
when i created the first flat rate service, it appears on the order BUT the first difference was i get the order first, then shipping, then billing & shipping information ... (one of the conditions was on french department :75)
then i created the second flat rate service (one of the conditions was some other french departments, let's say only 92 for the example)
both shipping disappear on order (even with caches cleared) BUT the conditions on departments are working for goht 75 and 92.
