It looks to me like it's possible using a data comparison condition with the site:current-user:language selector. I don't know exactly how it works with respect to the "Language neutral" option, but with some testing you should be able to figure it out.

You'll need to use Commerce Multicurrency or a related module to establish proper currency conversion rates or else figure out an alternate pricing strategy (such as a fixed price in each currency you support using separate price fields). Those strategies are discussed elsewhere on the site I believe.
