Best Layout Builder

Friends-

Could someone suggest the best site layout builder for drupal out there that is 100% responsive... The maker of this module suggests I use his: https://www.youtube.com/watch?v=Sh8b7Ofwwls I am sure that there are others easier out there without writing codes (visual) as well. Kindly let me know.

It really depends on what layout you are trying to create. Most designs can be created using Panels, Bootstrap or Omega. However at some point you have to dive into CSS and spend some time it.

As far as I know there's no visual editor for a complete design. I am also interested in this too.
