Which is best suitable affiliate module for drupal commerce where i can track the sales and set the commission to the affiliates based on the products purchased , orders,users etc..

The most developed but still incomplete solution available right now is the Commerce Affiliate module. It needs some love to be fully released as far as I know.
Any light on when Commerce Affiliate to be completed
I personally like the features & quality of modules by fellow Drupalist Leighton Whiting. Native Drupal & GPL, tough support is some tens of $'s annually. Highly recommended, I have them all.

No, it can't - in fact, the linked project is a standalone project that doesn't integrate with anything else in Drupal. And given it's a module, I don't get why it hasn't been posted freely available on d.o yet. It's GPLed, baby. : D
