I installed UPS module 7.x-2.0 onto my Drupal 7 Commerce Kickstarter (7.x-2.4) site. Everything is set up correctly and at checkout I'm not seeing UPS as an option.

Here are a few links to screen shots of how I have UPS installed and a screen shot of the checkout page where I can choose which way I want it shipped. As you can see only the flatrate options are showing.
