Where the Page.tpl.php file present ?

I'm facing problem with Regions. Where that file is present...How to use it..?

Its very important to me...After creation of New regions only i can move forward....

Please help me

I assume you are using Commerce Kickstart. The themes used for kickstart are located in the profiles/themes directory. The Commerce Kickstart theme also references the Omega Kickstart theme, so you may need to copy some files from there into your custom theme.
