I'm trying to Execute Custom PHP code as an action in a Rule in Commerce Kickstart 7.x-2.9. Unfortunately, the option does not appear in the "Select the action to add" dropdown accessed from the Add a New Action pages.

Does anyone know how to make this appear as an option or get around it?
