custom fields in rules

Hello,

I have installed the vat_number module and I need to check at the checkout process, if the users billing form vat field is empty. So, through the vat rule I want to to charge vat if it is, or don't charge if it is not. My problem is that at the Data selector value, this field appears always empty! Even when I have completed it!
Does anyone have an idea why this is happening? As I see I don't have access to all custom fields there.

The 'Commerce EU VAT Intra-community Supply' module in the 'COMMERCE EU VAT' module group adds rules to charge zero-rated VAT to other EU countries when a valid VAT number is supplied.

I'm also trying to do the same thing but I haven't managed to find the field in the rules either. Did you manage to get this working?
