Drupal Commerce 7.x.- 1.3 - current

At some recent point I set the available countries for billing addresses to United States and Canada. Actually, it turns out I only selected Canada. Now I cannot add United States. It seems to work - no errors - but won't stick. I deleted all orders and profiles to avoid getting the error about the Address field already having data and not being modifiable.

Is there a manual way to change the available countries? I don't know where the info is stored, in what table, etc.
