Rendering of billing and shipping customer profile entities

The default rendering of billing and shipping customer profile entities (e.g. as displayed in the customer's addressbook, which is provided by views that use the rendered entities) seems to differ between billing and shipping. Is that a conscious choice, and if so what was the thought behind it? Or is it simply the way things developed, and there is no harm in trying to modify the views to behave more similarly?

Specifically, the billing address seems to be wrapped in an tag, which the shipping address isn't, and the "Edit | Delete" links seem to appear at the top for shipping and at the bottom for billing.

I appreciate I can change this, although I am struggling to find where I modify the positioning of the "Edit | Delete" links. Just wondering if this is intentional and I ought to leave it alone.

Where it says "wrapped in an tag" above, the filter took out the tag. It should say "wrapped in an <address> tag".
